Fix Pitfight: split stacked ore mine actors to different cells #16211

Looks like I've missed this one when adding Pitfight upstream. Original map by kazu has mines doublestacked on the same cell at the ore patches near oil derricks, which always confused players (at least me) on the actual eco situation on the map.
