What's Changed

    README and a ready-to-use self-monitoring configuration. Windows runs as a
    console application; local host CPU, memory and disk metrics remain unavailable.

    setup instructions in a dedicated guide.
  • Added a Telegram health-notification recipe using the external API, with
    recovery notices and application health details.
  • Require native Windows tests and lifecycle checks before release tagging.
