What an operator must do

• An ops-notifier app: remove its hostname. The blueprint is now hostname: none: it serves no website, gets no DNS record, certificate or gateway route, and is checked by uptime over the mesh. validate refuses a hostname on it. Run paisans dns prune to remove a record an earlier apply made for it.
• A deployment with an engagement app: apply it. The digest's read only role is granted "user".application_status, entry_vote.created_at and post_vote.created_at, and its env carries the welcome settings. Welcoming new members also needs a core catalog whose mbin provides the forum role (paisans-blueprints #41) and an engagement service release that reads it; until then the forum link is empty and nothing changes for members.
• Catalog authors: blueprint format paisans.blueprint/v5 adds hostname: none. Toolkits before this release skip a catalog release using it.
• Nothing to do for the rest.

Everything in [0.3.0-rc.1] to [0.3.0-rc.19] still applies.
