bump dependencies versions

Thank you for such a useful github action!
I tried to use it in my project but there was a warning in job's output:

Warning: The `set-output` command is deprecated and will be disabled soon. Please upgrade to using Environment Files. For more information see: https://github.blog/changelog/2022-10-11-github-actions-deprecating-save-state-and-set-output-commands/

The problem description is here but it turns out that toolkit developer has already dealt with it, so simple dependencies versions upgrade is enough.

Pipeline fails because it doesn't like branches from forks. Anyway, that PR looks fine. I'll merge it in, thanks for the contribution. Thanks for the @ , I get a lot of github notifications and miss the PRs sometimes.
