[arm-ng] Restructure ARM Image Build Pipeline

This update delivers a structural cleanup across the ARM image generation stack to reduce tech debt, improve maintainability, and tighten build reproducibility.

Added

• Introduced setup/base as a unified minimal profile for downstream images.

Changed

• Modernized .github/workflows/build.yml to better align with the current CI/CD pipeline.
• Refactored create-image to simplify flow and improve reliability.
• Updated examples/pacman.conf.example to reflect current repo and mirror standards.
• Refreshed setup profiles:
  • barebone
  • plasma
  • rpi-aarch64
  • trinity
  • xfce

Removed

• Dropped deprecated setup/avahi profile due to lack of relevance in current image architecture.
