update build script to account for configuration files #577

PR Summary
Release pipeline failed because the configuration example yamls weren't populated correctly. Since we'll have different ones for different OS, put them under a
windowssubfolder and added acopy_files.txtto make sure they are copied to the release folder.package.jsonfor tree-sitter was missing so added that as well.
