Update-Module fails to update modules with an error: Install-Package unable to find repository 'https://www.powershellgallery.com/api/v2/'

Steps to reproduce
(assume you have Az module from PSGallery installed and do not update PowershellGet version. Use the stock version of PowershellGet that comes with Windows 10, in this case 1903)

Update-Module

Expected behavior

all modules installed previously from PSGallery will be updated successfully

Actual behavior

Hi Tristan, I believe this is a duplicate of #349.

Hi @edyoung , yes indeed that's a duplicate of issue #349. I'll be closing this one since PowershellGet 2.1.2 fixes the problem.
