Major changes:

1. Forming Austria-Hungary doesn't depend on NGF/GER existing anymore, nor on being a monarchy.

2. Added alternative way to form Italy. Now on top of the regular decision that requires:
		-Year is 1860
		-Be Sardinia or the Two Sicilies
		-Owning Roma
		-Don't be at war
	You get some alternative requirements that need you to own more land but don't have a date restriction:
		-Be Sardinia or the Two Sicilies
		-Owning Roma
		-Owning Torino
		-Owning Firenze
		-Owning Modena
		-Owning Napoli
		-Don't be at war
	Like before this update you inherit all other Italian tags that exist when you click the decision, regardless of in which sphere they're.

3. Streamlined Scandinavia formation. New requirements:
	-Be Sweden
	-Have State and Gov
	-Directly own Sjaelland and Jylland
	-Don't be at war
	You'll also now inherit the rest of Denmark if it still exists.

Minor changes:

1. Moved Japan's capital to Kyoto.
2. Added decision to keep the capital in Kyoto (and get an LR buff there) or move it to Tokyo (and get the LR buff there).
