Use Python 3.7 for JupyterLab

JupyterLab dropped its support for Python 3.6
(Jupyter notebook still works on Python 3.6).

Was wondering if we just require Python >= 3.7 for the whole project, but MONAI core is still setting >=3.6.

Right, it could be better if we could require Python >= 3.7 as Python 3.6 is the end of life now.
Maybe we need to request MONAI core team to drop Python 3.6 support.
