Metrics are not working

The metrics page (currently here, but should be at https://projectpythia.org/metrics.html, #517) is broken. The page displays a lot of error messages like

Unexecuted inline expression for: str(datetime.datetime.now())

Looking at the myst build log for the latest deployment, myst reports

💿 Executing Notebook (portal/metrics.md) [no execution cache found]
🚀 Starting new Jupyter server
🪐 Jupyter server did not start
Unable to instantiate connection to Jupyter Server 
⛔️ portal/metrics.md Could not load Jupyter session manager to run executable nodes

So something is going wrong with the Python kernel at build time.

Could it just be that Jupyter is not in the environment.yml?

I will test this.

It was a bit more complicated than just including Jupyter in the env, but #522 has (I think) a viable solution.

#522 had an error in the workflow syntax. #524 should fix it.
