KBD phase readiness contract (#186): adopted, digest-bound phase exit contracts via a canonical writer; a Plan→Execute readiness gate (adoption, identity, digest freshness, task coverage, contract quality); and a terminal evidence-bound closure evaluator with a budget predicate — missing budget accounting is BLOCKED, never waived — and bound idempotent replay.
- Docs: phase readiness contract · CHANGELOG
- Candidate qualification (preserved): 1.12.2-candidate-qualification.md · release evidence: docs/releases/1.13.0
- Full scenario receipts: boundary suite 37/37 (gate a3191be3); scratch-installed lifecycle demonstration READY → gate pass → CLOSED → missing-accounting BLOCKED → ALREADY-CLOSED replay.
Install
node scripts/install.js --scope userKnown limitations
Shell-layer enforcement only (the compiled CLI does not invoke the gate/evaluator; direct state manipulation bypasses); budget accounting is self-reported, not independent telemetry; demonstrated scope is the installed shell workflow, not automatic enforcement in every harness. #184/#185 remain open for separately scoped successor work.
