utf8mb4 not working

Here is the data from the database.

I use utf8 charset but some data become a question mark.

So, I change my charset in Django settings from utf8 to utf8mb4

But it not work

Then I try it manually and it gives me the same result.

Some times the cursors.py gives me an error like this

The problem is with my hosting provider.
