Summary

switch the Cesium viewer to use the ellipsoid terrain provider and an ArcGIS basemap so it renders without Ion dependencies
remove the WMTS/WMS overlay configuration that triggered the getDerivedResource runtime error
update the smoke test to assert the new terrain provider configuration
