This does not yet handle persistence of state in a more general sense, which I'd like to postpone until holoviz/panel#1150 is merged which will give us bidirectional control over query parameters in param. |

This ensures that both skyplot and scatter plot ranges persist when adding and removing metrics and when switching between simple and detailed views.
Additionally this redesigns how plots are instantiated a bit.
