Summary

This pull request delivers several minor dispatch and mapping improvements, including a redesigned run card status-selection experience, clearer nearest-resource map behavior, collapsible map layers, and updated localization coverage.

Changes

  • Improved run card dispatchability configuration

    • Added localized guidance explaining how standard availability rules, custom selections, status meanings, and staffing requirements work.
    • Reworked the selections tab into separate sections for:
      • Unit statuses
      • Personnel statuses
      • Staffing levels
    • Added support for:
      • Standard availability rules
      • Status meanings that apply to built-in and custom statuses
      • Unit-wide rules with per-unit-type overrides
      • Starting selections from the standard rules
      • Copying selections from all unit types
      • Clearing selections and displaying selection counts
    • Added availability classification metadata to status options so the editor can group statuses as available, busy, or unavailable.
    • Improved built-in status display names and included localized text for the new interface across supported languages.
  • Improved nearest-unit and personnel dispatch boards

    • Limited the map tables to the 10 closest units or personnel while retaining all resources in the dispatch lists.
    • Added localized messages indicating how many nearby resources are shown on the map.
    • Updated map framing so the call location remains centered when fitting the map to nearby resources.
    • Preserved the dispatcher’s manually selected map view after clicking or dragging the call location.
  • Improved map layer controls

    • Changed the map layer panel to start collapsed behind a Layers button.
    • Added open/close controls and persisted the panel’s expanded state.
    • Reduced the panel footprint and added scrolling support, including on smaller screens.
  • Updated mapping and settings navigation

    • Consolidated mapping action buttons into a single group while preserving role-based visibility.
    • Added distinct button styling for custom maps, layers, hydrants, POIs, and map visualizations.
    • Removed redundant icons from department settings navigation buttons.
