Reference to missing content in 8.4 #158

In section 8.4, the paragraph "Files in a specific directory can be written to using the same technique as the last section in which file paths are specified, with two back slashes used in Windows environments." appears. The content that this paragraph is referring to is no longer in 8.3.

Add a section to 8.3 about using file paths in file handling.

One of the early commits I made of this section likely has the content that the paragraph in 8.4 is referring to.
