Build LLVM 7.1.0 from source for consistent versions across architectures. 7.1.0 is basically the same as 7.0.1. Add native ARM64 runner support in GitHub Actions workflow. Implement two-phase build process with manifest lists for multi-arch images. Add build optimizations and caching to improve CI performance.
