feat: implement Fuzzy Commitment and encrypted payloads

- Refactored BioHash from Systematic BCH to Fuzzy Commitment (Face-Derived Key) scheme.
- Integrated AES-128-CTR + HMAC-SHA256 for secure metadata encryption.
- Updated CV181X verification pipeline to recover keys from face sketches and decrypt payloads.
- Implemented fallback mechanism to extract encrypted payloads from embedded template bytes.
- Display decrypted metadata on RTSP video overlay after successful verification.
