Improvements

Keep Chat at the far left of the file header, with Git and Code editor grouped immediately before More options.
Reduce icon flicker when switching between Markdown and the code editor by keeping the current header visible until the new one is ready.
Shorten the ignore-rules button to Copy default and refresh its translations.

Validation

All 264 tests passed, with clean lint and a successful production build.
