Todo Annotation Value not visible before editing it #718

Is your feature request related to a problem?
The value of a Todo annotation should be visible by default, as it differs greatly for each Todo annotation.
Desired solution
Show the value of the Todo annotation by default. As the text can get very large, add a character limit for shown text.
