feat(gui): improved issue reporting

Summary of Changes

• "Help" menu where users can report generic bugs/request features
• Button besides all annotation dropdowns to report missing annotations
• Button besides all annotation tags to report wrong annotations

Additional Context

Unfortunately, when flagging a wrong annotation, the dropdown "Actual Annotation Type" is not pre-filled. This does not seem to be possible at the moment (community/community#5288).
