  1. Category stale time was not being properly checked.
  2. Category fetch time was being set on page load, rather than when it was fetched. (If on page load is the desired behavior, then fetchTime is a misnomer...)
  3. Loaded category data was Category | Error, but we just want Category.
  4. Accidental error when root[itemsKey] is undefined.

|| meant that we would always return the stored data, regardless of staleness.

Gotcha, my fault on missing this, I missed the || which was the relevant bit

There used to be a lot of loaded props floating around. Is this one still necessary?

Does the data from the API potentially lack [itemsKey]? What would be the consequence of having it default to an empty array if it is missing (way up in useState, not here)? We'd have to change relevant checks from root?.[itemsKey] to root[itemsKey].length, but how many of those are there? Are there other consequences that I'm not thinking of?

itemsKey is a default constant set in the app, and the API will always respond with categories (which is the hardcoded itemsKey

My preference is to keep optional chaining bits simply because they introduce fault tolerance that reduces the chance of customers seeing thrown errors. Perhaps the API later changes their response schema, it does not cause any harm to be "lucky" and prepared for such a thing even if it never happens

Moved this to inside the fetch function, so that fetch time is set on fetch, rather than on every page load.

This looks good aside from the useEffect(async () => bit which needs to be reverted. Thanks for the catch on STALE_TIME

useEffect expects the callback to return nothing or a function;
returning a promise could break things.

.allSettled could be good here. Good suggestion
