OptimizationMTKExt.jl gets re-precompiled

Describe the bug 🐞

OptimizationMTKExt.jl gets precompiled repeatedly when starting a new Julia session and loading OptimizationOptimJL and ModelingToolkit.

Expected behavior

Should precompile OptimizationMTKExt.jl only once.
