Currently we have a WIP table listing the missing APIs and Unit Tests

We need additional documents how to identify the missing Tensorflow.NET APIs and the associated Unit Tests

The ultimate goal is to work with the google team to make "KEEPING UP" with the rapid tensorflow development possible.

This could involve working with the google team to make the tensorflow C API unit tests written in ways that make it easy to extract into e.g. tensorflow.NET documents of what are the new additions and what yet to be implemented (both APIs and Unit Tests)

@GeorgeS2019 I've already to PR regrading to TF.net SIG, waiting for responese. Can you help follow up with this?

@Oceania2018 I just reported the formation of Tensorflow.NET SIG to the right contact point of the tensorflow SIG Build
