@ocefpaf We're keeping these is alphabetical order, so could you move this to be after cartopy instead, thanks.

I'm looking at the fixes we need to cut cf_units 2.0, but once that is done, cftime will be pulled in by cf_units, but let's keep it as an explicit dependency here in order to keep things moving along

I would wait for the next cf_units first. (Also, we are working on a stable release for cftime that should be out soon.)

@bjlittle this needs to be cf_units >=2.

PS: I tested with a git install of latest cf_units and we still have some failures to fix here too.

What is it that means we need to pin this? Seems like it is causing us a bit of an impasse (the travis tests are currently failing on master) that I'd love to be able to resolve quickly by merging this without the cf_units release.

All the dependencies are now in alphabetical order and kept netcdf4<1.4 to avoid putting the netcdf4>=1.4 fixes in the same PR.

I have another PR ready once this is merged that should get all the tests, but those depending on nc-time-axis, to pass.

Avoid pandas deprecation warning.

This also simplifies code by being explicit about usage of "base" and "values"
for numpy and pandas objects, and removes legacy code that may no longer be valid.
