[rust] Include optimization parameters for Selenium Manager releases

Description

This PR includes some Cargo configuration parameters to optimize each Selenium Manager release (in size).

Motivation and Context

The current combined weight of Selenium Manager (Windows+Linux+macOS) is 23.7 MB. It would be desirable to reduce this number, to distribute these binaries within each binding release.

Types of changes

• Bug fix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would cause existing functionality to change)

My take is that this is a beta and we can take the shortcuts until someone reports a problem with them. :)
