A patch release for historical block-body recovery after a light-node restart.

Peer discovery now keeps the correlation nonce for an existing historical-body request. A valid reply to the initial broadcast remains usable after that same range is routed to a serving peer, avoiding a needless timeout during restart recovery. Range, peer-binding and timeout-retry validation remain enforced.

Compatibility is unchanged from v0.27.5. Transaction signing uses V2 access-list commitments; use the matching npm prerelease shell-sdk@0.14.0-rc.2 (next). Stable SDK 0.13.0 signs V1 transactions.

Installing this binary does not convert an existing V1 database or network genesis. Use a fresh data directory for isolated V2 development; existing networks require a separately coordinated migration. Preserve their databases, keys and genesis. Optional protocol activation schedules remain unchanged.

Native archives are intended for Linux x86_64 and macOS Apple Silicon. Check SHA256SUMS before use. See the operator guide for installation prerequisites and the changes since v0.27.5 for source details.
