Sync to Forge plugin v2.3.2. The marketplace version is now 2.3.2, matching the plugin.

• Hook comments no longer name internal tracking. Ticket keys, server source files and functions, test files, auth-provider metadata keys, review labels, PR numbers and project phase names are gone from the hook comments; each comment now describes the behaviour it refers to.
• No behaviour changes: only comments changed.
