[BulkActions] Remove promoted bulk actions warning #11134

Issue summary
The bulk actions component has a warning. This warning message is displayed when more than 2 promoted bulk actions are used. However, we don't follow this internally, in our component examples, or have supporting documentation for.

No warning

A warning
Steps to reproduce the problem
Use the bulk actions component with 3 promoted bulk actions. You'll have a warning in the console.
