[CalloutCard] Inconsistent UI for dismiss button

Summary

There is an inconsistency in the Banner and CalloutCard dismiss button size and placement.

Expected behavior

The CalloutCard should be updated to be consistent with Banner:

• Use the regular size X Icon
• Reduce the right-side padding
• Use the tertiary button variant
