Windows: ssize_t typedef (MSVC), NGHTTP2_STATICLIB, .lib suffix, transitive
static system libs for OpenSSL/libuv. macos-x64: cross-compiled on macos-14
(Apple Silicon) via vcpkg x64-osx, no longer dependent on a scarce macos-13
runner. The three rc.2-green targets are unchanged.

Fixes from rc.1: linux-x64 and windows use vcpkg static (PIC) archives for
all four deps (apt x86-64 archives are not -fPIC; Windows had no nghttp2),
with PKG_CONFIG_PATH + pkgconf so the engine's brotli/nghttp2 detection
resolves. linux-arm64 stays on apt, macOS on Homebrew (both green in rc.1).

Pre-release to exercise .github/workflows/release.yml across the 5-target
matrix (macOS arm64/x64, Linux x64/arm64, Windows x64): all-features +
NITRO_SERVER_STATIC_DEPS static builds, SHA-256 sidecars, release upload.
Not wired to hook/build.dart downloads (that reads pubspec v1.0.0); cut
v1.0.0 once the artifacts verify.
