Change name of the module configs and libraries to SPE #1109

The time has come to change the names of the configs and libraries to the Spe name we all have come to love. The Cognifide name will be replaced with Spe.

This does not delete configs created manually.

#1109 : Renamed Commandlets to Commands.
That word has always annoyed me.
