save an action through st2api (either via initial create or when updating it).

I tested myself and confirmed the change works but would also be good if @LindsayHill can confirm it as well. |

This pull request updates code to include
metadata_fileattribute when saving and updating an action.I believe this should resolve #190, but I haven't had the time to test and verify the fix yet (still battling with some other Bionic build issues).
