Make sure we set metadata_file attribute inside the request body when saving action #191

This pull request updates code to include metadata_file attribute when saving and updating an action.

I believe this should resolve #190, but I haven't had the time to test and verify the fix yet (still battling with some other Bionic build issues).

save an action through st2api (either via initial create or when
updating it).

I tested myself and confirmed the change works but would also be good if @LindsayHill can confirm it as well.
