obs-powershell codebase standardization

[StartAutomating]

In order to be more like an ideal PipeScript/PowerShell module, certain things should structurally change.

• obs-powershell build files should go beneath /Build #166
• obs-powershell should only [include] /Commands #167
• obs-powershell Formatting should be consolidated under /Types #168
