Project Event Listeners

I would really like to see the following Event Listeners in ST2 and 3:

• on_project_load
• on_project_save
• on_project_close

I know these have been at one point considered, so not sure why they haven't been a priority to be added. These would open up a lot more opportunities for developers to write plugins which are intended to support projects in ST.
