As requested by @bmcutler * Duplicate User ID enrollments no longer invalidate course data. First enrollment is accepted and other enrollments are discarded. * Blank email addresses are accepted as empty strings.
User emails cannot be updated with a blank email.
Provide insert to SAML mappings for students.
