release: v2.1.6 + enforce tag/version match in CI (#12)

  • Bump app version to 2.1.6 (Cargo.toml, tauri.conf.json, Cargo.lock) and cut the CHANGELOG [2.1.6] section.
  • Add a release.yml guard that fails the release if the pushed tag doesn't match the source version, preventing a mislabeled build and the resulting updater loop.
