Template manifests are loaded from the same frozen ref as their template. Template setup execution requires explicit authorization; dotenv values are quoted safely and generated admin passwords are not printed.

Full QA: 32 tests / 94 assertions; template-ref, setup-command and environment round-trip regressions pass.

Dependencies use stable tagged versions, CI references the reviewed immutable workflows commit, and historical tags remain unchanged. Exact-commit archive installations were checked before publication. New tagged versions follow successful hosted PR checks.
