Steps to recreate:

  1. Open TE3
  2. Select "Classic Layout"
  3. Close the floating BPA window
  4. Drag the Vertipaq tab from it's default location and drop it on the Expression tab so it appears top right.
  5. Capture the current Layout, call it "Main".
  6. Select Default layout.
  7. Now select the saved Layout Main - it remains looking like Default. Had I not moved the Vertipaq tab it would work.

It only fails when Vertipaq is at the top right, if I had moved it to the bottom right where the properties window is then that works.
