Introduces feature flags for Scenario Sandbox and Collaborative Voting via .env and .env.example. Adds scenario sandbox components, state, hooks, and tests under src/sandbox. Updates README with feature flag documentation and usage instructions. Adds supporting utility, config, and Supabase client files. Updates dependencies for new features and testing.
