Desktop admin layout fixes.

• Widens the ticket review page and decision sidebar.
• Removes the main-column gap for pending and resolved tickets.
• Shows three rows for the internal note and Information textareas.
• Shows "Keine weiteren Quellen vorhanden." when no extra sources exist.
• Shortens the delete warning.
