LogHandler IOException

Because the path of logifile is not configurable i got an exception on every startup.
IOException because of to less permissions in FileSystem.
Maybe you can add parameter to configure the log-path and/or activate/deactivate the log to prevent this error.

There already is an option to disable logging to this file in TS3Config

Yep! But it still tries to create this file in FileSystem.
