WSP 1.4.0

Adds reusable lint, build, and full-test commit gates; strict 80-character source/configuration checks; language style profiles; and Doxygen/native documentation contracts.

Includes linter configurations and workflow-derived adoption examples for WPM, WFC, and WSH. Resolves #4.

The PDF and SHA256SUMS were produced and verified by the successful primary-branch CI run for the exact 1.4.0 tagged commit:

The tag-triggered workflow encountered a MiKTeX download-service timeout on both attempts; these assets come from the successful CI run, with version and source revision checked before publication.
