Fix WPS config for Arduino core 2.4.2

CI is currently broken as the core disabled WPS by default in 2.4.2. See https://github.com/switchdoclabs/OurWeatherWeatherPlus/pull/15/files for how to fix this.

The WiFiManager dependency can also be bumped to >=v0.14 for PlatformIO; that version already contains the WPS fix.
