WIP; I didn't get this to a nice state before having to stop for the day.

Switching to nyc allows coverage reports to refer to source code, not emitted output. This also required dropping node 6 tests in favor of node 8, and I'm not sure that's an acceptable change. It also adds coverage reporting to the Github Actions instead of Travis. So this PR conflates a few changes and it's not very clean at the moment.
