[List]: no accessible description for more button

Describe the bug

There only exists accessible name for growing button. But the a11y team wants the accessible description, like the one in ui5.
https://ui5.sap.com/#/entity/sap.m.List/sample/sap.m.sample.ListGrowing

BTW, the more button in table also lacks that.
