Description

Add an NCAR Software Engineer job from Google Form response 472.

Checklist:

the failing URL (https://merely-useful.github.io/py-rse/index.html) redirects to https://merely-useful.tech/py-rse/index.html, but that doesn't load for me

Sadly, the failing Research Software Engineering with Python link seems to be a genuine error. I propose that we ignore it in this PR, raise the issue with E&T WG, and fix it in a separate change.

@mrmundt - did you see my comment? The problem isn't in the github repo but that fact that that site redirects to another, and the other doesn't load. And it's not owned by our E&T, but by Greg Wilson, I think, so we should report it to him, which I will do.
