I haven't been involved in the discussion, but the first sentence of the Testing WG overview
seems slightly odd to me. This seems to say that industry has the answers, and we just need to use them. Is this really true? Maybe we could say that this is part, but not all of the answer? And we could start with the problem, rather than a solution. Perhaps we could change the overview to something more like

This PR adds the new Testing Working Group (chairs: Nasir Eisty, David Luet) and also officially marks Outreach as inactive.
