Following #17474, during a conversation with the hosting community team, it was noted that some platforms use HTTP error codes other than 500 or 502, which were whitelisted.

cPanel, for example, uses an HTTP error of 508 to describe running out of resources.

For this reason, core/the media library was updated to allow errors 500-599 (inclusive) to retry.

It'd be great to support this with the editor in 5.3 as well, if possible, allowing more users to take advantage of resuming/retrying uploads.
