fix: bump setup-android to v4 so the release build works again

v3 installs the 'tools' SDK package by default, which Google no longer

Circle to Share: assistant-gesture screenshot crop & share

A native Kotlin Android app that grabs the screen from anywhere, lets you crop
it, and shares/copies it without ever saving to the gallery — a replacement for
the share flow Google removed from Circle to Search.

- Registers as a digital assistant (VoiceInteractionService); the assist gesture
(power-button hold) opens a crop overlay over a frozen screenshot, via the
system-provided assistant screenshot with an AccessibilityService.takeScreenshot
fallback. An optional floating bubble is a launcher-independent trigger.
- Crops are shared through a cache-backed FileProvider URI, so nothing lands in
the gallery. The APK declares zero permissions.
- Tooling: mise build/deploy tasks, release signing from keystore.properties/env,
and a tag-triggered GitHub Actions workflow that attaches a signed APK to the
  Release.
